The Holroyd Section 94 Development Contributions Plan was prepared following the finalisation of the Holroyd Local Environmental Plan 2013 to meet the demands for local infrastructure generated by up to an additional 15,150 dwellings and between 38,330 and 42,420 people by 2031.

The anticipated increase in local infrastructure was identified as an increased demand for:

  • Community facilities – libraries, child care, community centres and youth services
  • Local and city-wide open spaces and parks
  • Public domain works
  • Roads and public transport facilities, and
  • Car parking

Additional services included project managing external consultants, community engagement and Councillor presentations.
